Todd Brason, Chief Executive Officer
As Chief Executive Officer for WILLCARE, Todd has grown WILLCARE from a single office agency in Western NY, to a regional home care provider delivering a range of professional and paraprofessional services to meet every home care need. Todd has served as the Chairperson of the Health Care Providers Self-Insurance Trust (HCPSIT), Chairperson of the New York State Association of Health Care Providers, Inc. (HCP), and was an Executive Board Member of the American Association for Home Care. Todd is actively involved in community events in the Buffalo region, as a Board Member of the Buffalo State College Foundation, as current Chair of Erie County Medical Center Lifeline Foundation, and as a Board Member of the American Red Cross—Greater Buffalo Chapter. Todd is a recipient of the Richard Z. Steinhaus Award given by HCP in recognition of outstanding contributions to the home care community. Todd is a graduate of the State University College at Buffalo.

David Brason, Chief Development Officer
As Chief Development Officer for WILLCARE, Dave's primary responsibilities are to seek new growth opportunities and to oversee the successful integration of acquisitions. From 1988 – 2008, Dave served as the CFO and CIO for WILLCARE. Prior to 1988, Dave's experience includes Assistant Vice President for M&T Bank in New York City, and Assistant Secretary for Manufacturers Hanover Trust, International Division. Expertise includes contract management, installation and management of computer information systems, setup and establishment of new companies, negotiations of joint venture contracts and development of financial systems as tools for profitability and productivity. Dave holds a Bachelor's Degree from Colgate University, and a Master of Philosophy from the University at Cambridge.

Phillip Hoffman, Chief Operating Officer
As Chief Operating Officer for WILLCARE, Phil oversees all branch operations in all regions, as well as the sales and marketing functions. Phil has close to 20 years experience in executive level positions with regional and national home health care companies, as well as a regional DME Company. Most recently Phil held a Senior Management position with and a national health care consulting group providing Federal and State Medicaid eligibility guidance to hospitals. Additional leadership includes Chair of the PPS Workgroup which was a national multi-association and provider group that planned, designed and consulted with CMS on the prospective payment system (PPS) that is today the primary reimbursement methodology for Medicare skilled home health care services, Vice Chairman, New York State Health Care Providers Association, and National Association for Home Care (NAHC) Financial Manager’s Forum. Phil holds a Bachelor’s Degree in Economics from the State University of New York at Albany, and an MBA in Finance from Columbia University.

Ann Gemerek, Director of Compliance
As Director of Compliance for WILLCARE, Ann oversees the Corporate Compliance Program by coordinating, facilitating and advocating for full and complete compliance with applicable federal and state laws, regulations, standards and guidelines. Ann has played a key role in implementing an electronic point of care system. Ann has twenty-five years experience in nursing with thirteen years in a management role. Ann joined WILLCARE in 1996 as Director of Nursing in our Private Duty Western NY Branch. Ann has also held positions as the Branch Administrator for the Private Duty Western NY Branch, as well Clinical Implementation Specialist. In 2009, Ann was promoted to Director of Compliance. Ann holds a Bachelor’s of Science in Nursing from University of North Carolina – Charlotte.

Natalie Evans, Director of Human Resources
As Director of Human Resources for WILLCARE, Natalie’s primary responsibility is to provide oversight and direction of all Human Resources operations including organizational development, compensation, benefits, performance management, employee relations, recruiting and retention, payroll and compliance with all applicable federal, state and local laws. Natalie joined WILLCARE in 2006 as Human Resources Manager, and was promoted to Director of Human Resources in 2007. Prior to joining WILLCARE, Natalie held Human Resources Generalist / Management positions in the hospital and skilled nursing / rehabilitation industry, as well as the consumer service industry. Natalie is a graduate of Canisius College, where she earned a Bachelor's Degree in Psychology / Business. In 2005, Natalie earned her Professional in Human Resources Certification (PHR). She is a member of the Buffalo Niagara Human Resources Association, as well as a member of the National Society for Human Resources Management.

John Sanborn, Director of Information Technology
As Director of Information Technology for WILLCARE, John is responsible for the overall direction, planning, organizing, and execution of all Information Technology functions. This includes directing all IT operations to meet customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. John has over 15 years experience in the Information Technology, and has a proven track record in the successful implementation of IT based business solutions including VOIP, ERP, and company-wide client/server models. Join joined WILLCARE in 2008, and has been instrumental in building and maintaining our infrastructure, as well as playing a key role implementing an electronic point of care system. John is also a member of the Information Technology Association of America and the Association of Information Technology Professionals.

Elizabeth Scanlon, Director of Clinical Services
As Director of Clinical Services for WILLCARE, Elizabeth is responsible for the oversight and management of clinical operations for the entire organization. She is focused on developing WILLCARE’s clinical programs, including disease management initiatives, quality assurance programs, Telehealth and outcomes-based strategies to help patients avoid re-hospitalization. Elizabeth has been a registered nurse since 1982. She began her career in home health care twenty-three years ago as a Pediatric Home Care Nurse, and she rose through the ranks as Pediatric Home Care Supervisor, Executive Director, and Area Vice President, a role she filled in two national home health organizations. Elizabeth joined WILLCARE in 2010, and her experience and insight have been instrumental in improving patient care. She received a Bachelor’s of Science in Nursing from the State University Of New York at Binghamton, and she was a member of the Public Policy Committee for the Pennsylvania Homecare Association from 2007-2010.

Jennie Cortese, Director of Private Duty Services
As Director of Private Duty Services for WILLCARE, Jennie is responsible for providing leadership, strategic direction, and operational oversight for all Private Duty home care services company-wide. Jennie has been a registered nurse for over thirty years. She began her career in home care upon joining Litson Health in 1981 as a nurse. Jennie filled many roles during her time with Litson, including Field Supervisor, RN Manager, Personnel Director, Director of Nursing and Director of Patient Services. WILLCARE acquired Litson Health in 1998, and within a year Jennie became Branch Administrator for Hudson Valley Private Duty services. Jennie’s strong leadership skills and dedication to quality care led to her promotion to Director Of WILLCARE Private Duty Services in 2011. Jennie is an active member of the New York State Association of Health Care Providers (HCP), and past president of the Hudson Valley Chapter. She was honored with the Edna Lauterbach Member Of The Year Award from HCP in 2010. Jennie is a longtime Committee Member for the annual Orange County Senior Expo, past president of the Dutchess County Home Care Association, and former Board Member for the Sullivan County Long Term Care Council. Jennie received an Associate’s Degree in Nursing from Orange County Community College.

Christina Longinott, Director of Certified Services
As Director of Certified Services for WILLCARE, Christina is responsible for providing leadership, strategic direction, and operational oversight for all Certified home health services company-wide. Christina has been a registered nurse since 1982 and has worked in home health since 1985. She joined American Care in 1988 as a Community Health Nurse and later served as a Hospital Liaison Nurse. When WILLCARE acquired American Care in 2002, Christina quickly rose through the ranks: Within the span of two years she was promoted first to Regional Director of Community Relations and then Branch Administrator for Hudson Valley Certified operations. Under her leadership, the Newburgh and Kingston branches have consistently been top performers in clinical excellence, compliance, growth and profitability. Christina’s proven track record resulted in her promotion to Director Of WILLCARE Certified Services in 2011. She is currently on the Board of Directors for the New York State Association of Health Care Providers (HCP), and serves as vice chair for the Long Term Home Health Care Program. Christina received a Bachelor’s of Science in Nursing from Barry University in Miami, and a Master of Science in Nursing from Pace University.
